Looking the Ad over it did say what was only in the picture was included, BUT you could also say it says includes the cable. And argue the point that is a Heater, not the Sata cable. If someone had never messed with a toughbook before they wouldn't know by looking at the picture anyway. I am sure we have all at one time or another got excited and made a purchase without doing any research..
I did it 2 weeks ago when I bought a used part for $25.00.....Only thing was a NEW one costs $10.00

The used one did include the 3 screws....Heartlands does charge $3.00 per screw..
I figure $10.00 for the part and $9.00 for the screwing..oops..screws.
That works out to a $19.00 value....I still lost
