Carrier and BIOS unlocked, MC7710.
That means yes you can use this in your Toughbook.
Use on T-Mobile or other non-NA carriers.
You're buying the card only - for Toughbooks that need sleds, you'll need to buy those separately. But, IIRC, all CF-19's are WWAN ready out of the box. If you unscrew the cover on the bottom back, you should see a green and black antenna lead on their storage connectors. If so, you're good to go!
LTE: 2100(B1), 1800(B3), 2600(B7), 900(B8), 800(B20)
HSPA: 2100(B1), 900(B8)
GSM/EDGE: Quad-band
