WWAN (MC7700) in mk5

So my mk5 CF-19 came with an MC7700 aircard and I suppose it came from the factory as such as there is a factory sticker on the bottom with matching IMEI.
However, for the life of me, I can't get get Windows to recognize it. As far as it's concerned, it's not there - not even a ! in Device Manager. Wireless WWAN is set to ENABLE in the BIOS. Is this something to do with that "operation configuration" section?
I swapped the aircards with my old mk3 and both work fine in the mk3 while neither are recognized in the mk5.
Without this I can't even know if my MC7700 is carrier unlocked or anything...
