Mk3 CF-19 Gobi 1000 No SIM detected + GPS

I have Mk3 CF-19 with the Gobi 1000 module installed in it, I have just installed a fresh install of XP Pro Tablet Edition on there and have installed the drivers for the device as I still have the original CD's from when it was new, I have installed these and the Tough Connect utility however I cant seem to get it to recognise that there is a SIM Card present, I am in the United Kingdom and know for a fact that this unit has been deployed to one of our members of staff out in the field for the past 3 years and he has been successfully using it with an Orange SIM card in there.
I wanted to get this working again as I have been given this device for personal use by work now, I also want to try and get the GPS enabled on it as I use Ordnance Survey 25k Explorer Maps for when I am Off-Roading in my car, I have heard rumours that Panasonic disabled this on the Gobi 1000 however on the Mk3 it is relatively simple to get working again, I have ensure that 1 and 2 are flicked to ON and 3 and 4 are flicked to OFF however I really am struggling and need some advice
