Another feature that makes me wonder right along with you is the fact that the USB ports on Toughbook have fuses. I think 220V would be able to arc regardless, but it would be an interesting experiment. And no, I am not volunteering any of mine to try it.

Just turn the laptop upside down. It might take some getting used to having the screen under your elbows, but hey- the touchpad works great! 
I know you can switch the buttons in most drivers, but inverting the touch input is something I have never seen.

Restore discs are usually the best route. As you have already discovered, unusual issues can creep in with a custom install on these Panasonics. I am a notorious cheapskate and I would spend the $35. I found this link that might help. This process only works with a Tablet version activation key as I understand. From the model number given, the factory attached Windows key on the bottom of the case should be what they need if it is still there.
